On the receipt of your dos atch "o. 258 of the 7th August last I transmitted to the Judge of the Supreme Court at Shanghai and to His Pajerty's Consul-General at Canton copies of the correspond-
ence wiicl: had passed between the hovernor of Tongkong and "r. "arnegie respecting the recovery
under Article 23 of the Treaty of Tientsin of
hina who cebts incurred in Fongkong by natives of abscond to the mainland, and I requested them to
furnish 38, for trunsmission to you, with an
expression of their views on the proposals rade

The replies hich I have received from "ir
de fquamarez and "r. Mansfield, copies of which
I have the honour to enclose, make it clear that
they are both in entire agreement with 'r. Carnegie
and my own experience leads me to the same con-
clusion and enables me to confirm the opinion
expressed by r. Mansfield that nothing but a complete reform of the whole Chinese Judicial
system
